In 2014, on behalf of the FBI, Debra LaPrevotte landed in Kyiv, Ukraine, to begin a high-level investigation focusing on the pro-Putin regime's elite including the ousted Ukrainian president Viktor Yanukovych who had just fled to Moscow. The pro-Russian regime's elite robbed the Ukrainian treasury of $40 billion according to expert estimates, thus weakening the sovereign state of Ukraine making it an easy target for Putin's Russia to annex the Crimean peninsula and arming separatists in the Donbas region leading to deaths of 14,000 Ukrainians during the period of April 2014 - May 2021.

According to published reports, more than one million immigrants have illegally entered the United States so far this year with transnational organized crime networks amassing significant wealth through human trafficking, and smuggling of drugs and weapons through a porous US-Mexico border.

On illicit financial flows via crime, corruption and tax evasion that affect the developing world and America's stakeholders, The Financial Times reported:

"According to the report, the world’s governments lose more than half a trillion dollars annually to tax manoeuvres that circumvent the intentions of legislatures by exploiting loopholes and discrepancies in the law. As for blatant illegality, criminals launder more than $2tn every year. Bribes amount to $1.5tn to $2tn globally."

American leadership is confronting foreign corrupt officials and transnational organized crime and terror networks. Global corruption is negatively impacting America's economy and security. A kleptocracy—loosely translated from Greek as “rule by thieves”—is a form of political or government corruption involving officials who steal from their government treasuries to enrich their own personal wealth."
